This only applies to defense, though--if they want to do an interrupt action of any other kind, it costs them 2. I did this for two reasons--one, it makes combat much more "back and forth"--more reminiscent of a fencing scene in a film, and two, I never really considered blocking someone's attack as an interrupting action--more like a reaction.
