On Earth, the flintlock was invented in 1610 by Marin le Bourgeoys, gunsmith to the royal court of France. His work, which built on principles already widely understood, was quickly copied throughout Europe, and flintlocks of varying forms were in widespread use by mid-century. Thean technology is if anything slightly ahead that of Earth, so I'm not surprised that the firearms in the equipment list are flintlocks. The reload time is probably twice as long as it should be. There's lots of room for debate on this, of course, since how much you can do in an action is an open question. But here's my take on a reasonable sequence of actions: Ready the weapon Ready the powder Measure the charge Load the charge Ram the charge Ready the ball and wad Load the ball Load the wad Ram the wad Clear the pan Ready the priming powder Prime the pan Cock the gun ...or 13 actions total. Lop one action off per Reload Rank.
