Personally I feel you can have them in both places. Sure they are technically
covered in both places. But one person can have improv weapon with everything,
but some people who have pistols might only develop it with their pistols,
so they can buy improv weapon/pistol whip as an advanced knack with their
firearms skill and they don't have to buy a completely seperate skill, because
they might not even have any skill with other just improvisational weapons, 
just the one.

so put it both places.
