Why not just add most HP and remove the 3 limit, you ask? Well, go ahead. I just don't feel comfortable giving that advice because that's a lot harder to track the effect of, and I really couldn't tell you where a good 'medium' and 'high' point would be. The reason the Heroes start out so 'weak' is because the scale is very narrow. When you are playing with a 1-5 (maybe 7, under extreme circumstances) range, you have to leave some room for advancement. That's why there are Threat 1 Brutes, weak monsters like the Ghouls, and no set point costs on Villains. Adjust the obstacles to meet the abilities of your Heroes.
