With ships and crews in scale. There may be one or two minatures released before the actual game, I'm not sure. I imagine that if there was a demand for, say, a brute squad pack with belaying pins and cutlasses or a captain figure that the folks at AEG would be more than happy to oblige is. If their budgets and schedules allow... I got a peek at a very "proto" prototype captain figure and he was pretty darned cool. I myself look forward to AEG 7th Sea figures being available. Currently, Ral Partha has a couple of packs that work pretty darned well for 7th Sea. Check out their catalog at your local games store and look for the "Sea Reavers", "King's Guard", and "Swashbucklers" packs in the 01 or 02 codes. They represent rather well - sailors and/or pirates, muskateers, and swasbucklers respectively. Several of their personality figures would also work for character models. Check their 01, 02, and 61 lines. Wargames Foundry in England has several very nice pirate miniatures available. These are more accessible to our friends across the pond than here in the States, but some larger games stores may be able to get them. There is a game called "Pirates". It was made by Seventh Street Games, but to be honest, I'm not sure if they still operate under that name. They have several resin ships that are suitable for use with 25mm models. They're a bit pricey, $25 for the smallest sloop, but are very nice once painted. They also used to sell packs of canon, swivel guns, and other ordinance to add their ships. Also check out your retailer's stock of Reaper and Harlequin miniatures. These companies don't make specific "pirate" lines, but each has a wide variety of character and monsters models, many of which are suitable for 7th Sea. From Citadel, the Imperial Noble would make an excellent Vodacce figure. He's got a sword and pistol and is very cool. The Priest of Sigmar is cool too and might make a cool Inquisitor or highwayman. These are old Warhammer Quest figures, but they're very nice, excellently detailed. So there you are. Several options when looking for miniatures and/or ships for use with 7th Sea until the AEG lines are released. And I must admit, the lego idea is a damned good one!!!
